Dr. Prabhakar Sinha the National President of PUCL, in this Report titled ‘Understanding PUCL’ aimed at providing guidelines to the functioning and structure of the PUCL organisation in light of the inadequacy within the material that governed its functioning. This book contains some of the paper presentations at its meetings as well as other material published from the PUCL. This report discusses and debates on the PUCL working constitution that governs its mandate. It covers in perspective the organisation’s birth and founding, as well as the state of Civil Liberties in the nation. A section contains an Address and a set of Appeals to its Associates regarding the body, with a letter as well as on the standing of PUCL. The last part looks at the Organisational Structure and Working of the organisation, with guidelines on its investigations and aspects of its finance and working. The Report is one that rebuilds the strength of the organisation by bring to focus, the intricacies in the functioning of the PUCL.
