PUCL Bihar - Fact Finding Report on Communal Violence in Roh, Nawada

PUCL Bihar’s fact-finding team released its report on the communal riots in Roh, Nawada (28–29 March 2026), in which over 20 Muslim-owned shops were looted and burned. Here are their key recommendations:
- Judicial Inquiry: An independent judicial probe must be conducted into the riots AND the administration’s role during the Ram Navami procession.
- Immediate Compensation: All riot victims who suffered economic losses must be compensated by the administration without delay.
- Justice Through Evidence: CCTV footage and official videos must be used to identify and arrest the real culprits. Innocent persons falsely named in FIRs must be released immediately.
- Peace Committees: Long-term inter-community peace committees must be formed in Nawada, with regular meetings and joint programmes to foster communal harmony.
- Zero Tolerance Policy: The administration must adopt a zero-tolerance approach toward communal elements, with strict, non-discriminatory vigilance especially during religious processions.
The report raises serious questions about administrative negligence, the violation of government orders (procession delayed by 3 hours, 4 DJs allowed despite a ban), and the targeting of innocent minority community members in FIRs.
