The People’s Union for Civil Liberties (PUCL), Rajasthan, strongly condemns the attack on members of the CJP in Rampura urf Kanwarpura village, under the Shivdaspura police station area of Sanganer tehsil, Jaipur district.
PUCL demands the immediate arrest of all those accused of attacking and injuring the approximately 40-member CJP delegation and strict legal action against them.
Sanjoo Verma, a member of the CJP delegation, reportedly suffered a fracture in her left hand and injuries to her right hand. Rekha Sharma was allegedly assaulted and sustained an injury to her shoulder; her mobile phone was also snatched and damaged. Advocate Salman was l chased towards the fields and beaten. Ashutosh Ranka reportedly sustained a serious blow to his neck.
According to the information available to PUCL, around eight people were injured in the incident, while vehicles and mobile phones were also damaged. PUCL alleges that the attack was not spontaneous but was carried out by a mob that had been mobilised in advance.
It has been reported that rumours were spread among villagers that CJP members had come to the village to demolish the school. Following this, a large number of people were mobilised and the delegation was allegedly targeted.
CJP Activists Had Gone to Inspect the Poor Condition of the School
As part of CJP’s “Fix the Schools Campaign” activists have been visiting government schools in remote and marginalised areas of Rajasthan to assess their actual conditions and to hold the Education Department accountable for carrying out necessary improvements within a time-bound manner.
On 21 August, at the invitation of CJP member Rekha Sharma, who has been working in the Rampura urf Kanwarpura area, a team of approximately 40 CJP members visited the village to inspect the government primary school.
The condition of the school was reportedly extremely alarming. The roof of the original school building has been in a dilapidated condition for approximately 18 months and is reportedly at risk of collapse. As a result, the school has been shifted to a gaushala.
Only two rooms in the gaushala are being used to store school materials and for the mid-day meal arrangements, while children are reportedly being forced to study in the open.
The children are exposed to cattle, flies, rain and intense heat while attending classes. According to villagers, the number of children enrolled in the school has fallen to around 25. Several parents have started sending their children to private schools because they do not want their children to study under the present conditions in the government school. The school is headed by Principal Asha Chug, with teacher Kavita Meena.
Ashutosh Ranka, Rekha Sharma and other activists had also highlighted the poor condition of the school in 2025 and had written to the authorities demanding immediate repairs to the school building. Despite the passage of a year, no repairs have reportedly been carried out.
The situation is particularly serious because a case concerning the condition of government schools in Rajasthan is also pending before the Rajasthan High Court. Despite this, the Education Department has failed to take effective steps to improve the condition of this school.
Police Had Been Informed in Advance About the Possibility of an Attack
PUCL states that CJP activists had informed Shivdaspura SHO Gautam Dotasara approximately one hour before the delegation arrived, through a telephone call and WhatsApp messages, about the possibility of an attack.
It is alleged that the SHO told the activists to handle the situation themselves and stated that he was occupied with the Assembly session.
According to PUCL, the police reached the spot only after violence had taken place.
Similarly, CJP members are reported to have contacted the ACP and informed him about the potential danger, but no effective preventive action was allegedly taken.
PUCL demands an impartial inquiry into the role of the Shivdaspura SHO and the concerned ACP and strict departmental action, including their immediate suspension, for the alleged dereliction of duty.
Withdraw the 14 August Order Restricting Entry, Photography and Videography in Schools
PUCL Rajasthan also strongly opposes the order issued by the Rajasthan Government’s Education Department on 14 August 2026, which imposes broad restrictions on the entry of outsiders into government school premises and on photography, videography, interviews, audio recording and live streaming involving students.
Under the order, any outsider seeking to enter a school campus is required to obtain prior written permission from the concerned District Education Officer (DEO) or the head of the department.
The government has justified these restrictions as necessary to protect students’ privacy and the security of school premises and to prevent external political interference in the educational environment.
It has also stated that FIRs may be registered under the POCSO Act and other applicable laws in cases involving inappropriate public dissemination of children’s images or information.
PUCL believes that protecting children’s privacy and safety is essential. However, such concerns cannot be used to place the poor condition of government schools beyond public scrutiny.
Preventing civil society organisations, parents and social workers from inspecting government schools and documenting their condition undermines transparency, accountability and the right to social oversight.
Villagers Raise Concerns Over the Poor Condition of the School and the Rumours
Villagers have expressed concern over the deteriorating condition of the school and the rumours surrounding the CJP visit.
According to villagers, influential and dominant groups have considerable influence over the local government system. They stated that economically better-off families can afford to send their children to private schools, while poorer families depend on government schools and their children are therefore forced to bear the consequences of the worst conditions.
Villagers also stated that a rumour had been spread that CJP activists had come to demolish the school. This rumour allegedly played a role in provoking people and mobilising a crowd against the delegation.
PUCL believes that attacking civil society activists who seek to expose the deteriorating condition of government schools is not only a serious failure of law and order but also an attack on democratic accountability.
PUCL’s Demands
PUCL Rajasthan demands that:
All those accused of attacking the approximately 40-member CJP delegation be immediately arrested and subjected to strict legal action in accordance with law.
An impartial inquiry be conducted into the failure of the Shivdaspura SHO and the concerned ACP to take preventive action despite receiving prior information about the possibility of an attack, followed by strict action, including their immediate suspension.
The government primary school at Rampura urf Kanwarpura be repaired immediately and children be freed from the compulsion of studying in a gaushala, with a safe and dignified school facility provided to them.
Special efforts be made to bring back into the education system children who have dropped out because of the poor condition of the school.
The order dated 14 August 2026 restricting the entry of outsiders into schools and imposing restrictions on photography, videography and other forms of recording be withdrawn.
The right of independent social monitoring of government schools and inspection by civil society organisations be fully protected and ensured.
